Restaurants and bars have been hit extremely hard by the State’s Shelter-in-Place order and the guidebook for responding to and recovering from the Covid-19 crisis is being written as we go.  Restauranteurs, landlords and banking institutions alike have been caught flatfooted trying to deal with government-mandated business closures and restrictions on consumer mobility in the wake of one of the biggest financial crises of our time.  The Federal Government passed the CARES Act, the single largest piece of legislation ever signed into law, in an effort to keep restaurants and other small businesses running and paying employees during this period where many aspects of the economy have been shut down.  The State of Michigan has also passed legislation designed to provide financial support to Michigan businesses, and county governments have postponed tax foreclosures.
